libgsm1-dbg software package provides Shared libraries for GSM speech compressor (debug symbols), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgsm1-dbg
libgsm1-dbg is installed in your system.
Make ensure the libgsm1-dbg package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgsm1-dbg *
You will get with libgsm1-dbg package name, version, architecture and description in a table
